The Finnish Government is drawing up legislation to allow it to charge university tuition fees to overseas students. The draft bill could allow universities to charge students from outside the European Union or the European Economic Area, the Finnish daily newspaper Helsingin Sanomat reported. Currently, Finnish law states that tuition for degrees must be free, making it difficult for the country's higher education institutions to gain financially from selling education to foreign students as neighbouring European countries have done.
